Pricing, taxes & service boundaries

Printed goods and tangible merchandise are generally taxable in California; any applicable sales tax is quoted separately. Printing is planned pending seller-permit and equipment readiness. Notary fees follow California legal maximums (commonly $15 per acknowledgment signature and $15 per jurat); any mobile travel charge is separate, optional, and agreed before dispatch. Process serving requires active registration and bond. KUMBAYA does not offer legal advice, paid self-help legal-document assistance requiring LDA/UDA registration, VA claims representation, or unlicensed clinical services. Separate government/provider fees, delivery and travel are disclosed before approval. Community Access remains available where shown.

Community Access — objective financial-hardship standard

For 2026 in California, an individual applicant qualifies for Community Access if EITHER (A) gross annual household income is at or below 200% of the current federal poverty guideline for household size, OR (B) recent documentation shows unavoidable basic living expenses (housing, utilities, food, transportation to essential care/work, dependent care, debt obligations and healthcare) consume at least 85% of monthly net household income AND leave no more than $300 monthly discretionary funds. A recent means-tested benefit eligibility notice can establish financial need without submitting full income records. Households are people who share income and expenses; unrelated roommates with separate finances need not combine income. Income limits update annually from HHS guidelines.

2026 California gross annual income limits (200% federal poverty guideline): 1 person $31,920; 2 people $43,280; 3 people $54,640; 4 people $66,000; 5 people $77,360; 6 people $88,720; add $11,360 for each additional person. These are KUMBAYA discount criteria, not government benefit-eligibility determinations. HHS source.

Proof and fairness: submit one recent (generally within 90 days) redacted document that verifies income or a qualifying benefit; hardship exception B may require a recent redacted income record and redacted essential-expense summary. No tax return, full bank statement, medical record, immigration document, social security number, or proof of protected identity is required. Clients who lack standard documents can request equivalent alternative evidence and a documented individual review. Do not upload hardship documents into Do’step while secure handling is unverified. Eligibility is confirmed privately before a discount is quoted; approval lasts 90 days unless circumstances improve or eligibility is misrepresented. Denial is appealable once with additional information. Discounts depend on program capacity, not race, gender, sexuality, disability or veteran status.

Capacity cap: pilot Community Access discounts up to the lesser of 12 hours of discounted appointment time per calendar month OR $500 in aggregate actual price reductions per month. When the allocation is exhausted, offer a waitlist, the next month's discounted slots or free starting-point triage/referrals. Do not revoke an already confirmed discount or change an agreed price retroactively. Exempt legally required disability accommodations and legally required free acts from the cap. Review utilization after 30 days before changing capacity.

Booking, payment and completion

Steps: request → scope and eligibility review → itemized quote and written authorization → payment → confirmed booking → work/delivery → receipt. No work or dispatch starts before the applicable authorized payment. Quotes identify service price, printing tax where applicable, approved travel, parking/third-party costs, deadline, cancellation and refund rules. A quote alone is not a booking. Never store full payment-card details yourself; use a compliant processor and collect only necessary information.

No separate deposit: routine navigation, benefits and clerical assistance, standard printing/scanning, completed digital downloads and ordinary appointments are 100% prepaid; process-serving and mobile courier/document visits are also prepaid before dispatch once credential and scope requirements are met. Larger custom print runs, workshops and outsourced production may use a 50% deposit after written acceptance, with the remainder due before production/delivery, if cancellation terms are lawful and disclosed. Deposits always count toward the quoted total and are not automatically forfeited. Recurring work is prepaid each agreed period without automatic renewal absent express authorization.

Mobile notarization: only after California commission. Separately disclose and agree a reasonable travel/reservation amount before dispatch; state-regulated notarial-act fees are earned only if the corresponding act is performed, and mandatory no-fee acts remain free. Failed/incomplete notarizations are not billed as completed notarial acts. Independent travel cancellation terms must be disclosed and lawful.

Refund status by service — not a blanket no-refund rule

Generally nonrefundable once fully performed and properly authorized: completed consultation/navigation time; completed document organization, scan and courier/delivery work; completed lawful process-serving attempts/assignments to the agreed extent; delivered print orders conforming to approved proof/specifications; completed, delivered custom creative work; and digital products actually delivered/accessed where applicable law permits. Reprints, credits or refunds remain available for KUMBAYA errors, defective/nonconforming goods, misdescription, nonperformance, unauthorized fees, or mandatory legal rights. Prepaid but unperformed service time is not automatically nonrefundable.

Generally refundable: unstarted appointments or assignments, unproduced prints, undelivered digital goods, unused prepaid hours and the unearned portion of custom-project deposits, less only any legally permissible, reasonably disclosed and substantiated actual costs or valid cancellation charges. If KUMBAYA cancels or fails to provide the agreed service, refund affected charges under applicable law. No blanket nonrefundable deposits and no waiver of statutory cancellation rights. Cancellation requests should be sent in writing where feasible; response and refund determinations are documented.

Chargeback and financial-risk prevention

KUMBAYA records a dated accepted quote, client authorization, service description, payment receipt, and communications; maintains timestamped service logs, lawful proof of service, delivery confirmation or approved print proof as appropriate; confirms the client's approved contact and delivery details; uses secure processor-hosted payment links with available verification/3-D Secure; and sends clear business-name descriptors and itemized receipts. Higher-risk, unusually large or rushed orders may require identity/order verification through a privacy-conscious process before acceptance. Never photograph payment cards or retain unnecessary ID copies, sensitive benefit documents or client case files for payment disputes. No collection of prohibited card surcharges or undisclosed dispute fees. If a client disputes a charge, first offer a written reconciliation and appropriate correction; respond promptly to processor evidence deadlines using only necessary data. A posted policy does not bar a customer from filing a legitimate chargeback or guarantee a merchant will win one.

How to request a service — manual approval stage

1. Select a listed available service; request a written quote using the KUMBAYA contact link below. Include the service, desired date, and general location or scope; do not send medical records, identification documents, account passwords, financial evidence, or credit-card details in the initial request. 2. KUMBAYA confirms eligibility, credentials and capacity, any Community Access documents through an approved secure channel, any taxes/travel/third-party fees, cancellation rights and exact total. 3. After you accept the quote, KUMBAYA sends a processor-hosted invoice or payment link. 4. Only a confirmed cleared payment and affirmative booking confirmation establish a paid reservation. No checkout, uploading sensitive proof or instant booking is enabled on this website yet.

Consumer legal-rights checkpoint: certain consumer contracts agreed in person away from regular business premises (including some in-home mobile engagements) may carry a statutory 3-business-day cooling-off cancellation right, or 5 business days for buyers age 65 or over, with required notices and exceptions. KUMBAYA reviews whether the law applies before taking payment or starting work and does not start covered work before its applicable cancellation period unless an independently valid legal exception applies. No website refund rule overrides statutory cancellation rights. California consumer cancellation guide.

Data and payment safety: Community Access proof is not accepted through this static site or the unverified Do’step portal. Staff track discount-hours used and dollars discounted in a private ledger before approving a quote; only written acceptance and paid processor receipts establish bookings. Monthly discounts cannot exceed the posted caps. There is no automatic renewal, stored payment-card number, instant credit-card capture, client login or automated eligibility determination here.

Community Access

Community Access follows the verified 2026 financial-hardship standard and capacity limits above. Proof is reviewed privately before pricing is confirmed. No diagnosis or protected-identity evidence is required; access to free triage and legally required accommodations is unchanged.

Included time and additional support: Each service below specifies an included session duration or defined task limit. Additional client-directed administrative support beyond that limit is $15 for each approved 30-minute block (Standard and Community Access). We explain the new scope and obtain approval before extending work; no automatic extension, retroactive overtime charge, or charge for an unapproved block. The additional-time rate does not replace listed flat fees, government or third-party charges, mileage, printing charges, legal/clinical professional fees, or separate credential-gated service requirements. Free resources and referrals stay free within their stated scope.

Current menu: October 5, 2026 legal-safe operating version. Low-cost and itemized services cover one defined task or the listed session time. Credential-gated services are not bookable until the required credential or registration is active.
